Why the Theory-Practice Divide Costs More Than You Think

The learning model 70-20-10 has been known for such a long time that essentially all L&D professionals can remember it by heart. Seventy percent of real learning comes from experience, twenty percent from working with others, and ten percent from formal training. However, most industrial training programs are based on that last 10%.

This doesn’t just result in a skills problem, but also in an operational problem. When workers finish classroom or e-learning training that is not solidly connected to verified, observed performance on the actual equipment, you have a workforce that may be compliant on paper but not necessarily physically competent for the role. That shows up as near-misses, equipment damage, production downtime, and failed audits.

The manufacturing and industrial sector is under significant pressure there. The manufacturing skills gap could mean as many as 2.1 million unfilled jobs by 2030 (Deloitte and The Manufacturing Institute). If the pipeline is already tight, the last thing any operation can afford is training that gives certificates but doesn’t raise capability.

How Digitization Training Software Makes Field Assessment Practical

When assessors are required to make observations on paper, the process is slow, unreliable, and hard to replicate. But when those observations are made on mobile, the process changes entirely.

With digitization training software designed for tough, real-world training environments, a qualified assessor can open their tablet, access a digital check-sheet, and begin making structured observations of a worker completing a competency task. Wherever necessary, the assessor can take and attach photos or videos. Once the assessor is satisfied that the worker has met the required standard, they simply submit the assessment, done.

The submission creates a digital record of the competency check. This report is automatically time-stamped, associated with the worker’s profile, and available in the system to authorized personnel.

The Hidden Cost of Paper-Based Compliance

Many industrial sites continue to rely on paper-based training records stored in files, binders, or in shared drives maintained by an administrative staff member. While this might not seem like a problem, until you’re asked to provide detailed training records to a regulator and suddenly you find you’re missing some assessments for a piece of equipment a few months back.

Paper-based records are easily misplaced, and it’s impossible to have security over who has signed what being reassured. Was the clipboard passed around for 10 minutes during the last safety meeting really an effective verification of competency? And if a week’s worth of dictated training assessment notes were entered in bulk, retroactively, by an admin clerk at the end of the month, how solid is your compliance trail?

Auditors of course have been on to this game for years, and many of them are looking for compliance issues rather than safety excellence, with the right conditions even a paper-based audit can easily record a ‘no-go’. A stack of binders and a signature on the first page is lip service rather than solid proof of competency.

But the real problem isn’t even the audit. The real problem is having an unassessed worker operate high-risk equipment for months at a time because your paper-based system can’t provide the required real-time evidence of competency. And at some point a machine will go down or an incident will happen and a paper trail does not result in an overall reduction in those incident rates.

What Competency-Based Training Actually Means in Practice

The ability to use a forklift isn’t a moment. It’s more like a state of being. Someone who was forklift-competent a year ago may not be now if their skills have atrophied, or if you’ve altered your forklift SOPs, or if you’ve reassigned that person to a different job. Or they might be teetering in a gray area of competency if a forklift isn’t something they use every day, because why would they be 100% competent if the stakes are that high?

True competency-based training means you can’t just stick someone on a forklift, film them from the next room over, and then forklift-qualify them based on that video. You have to put a worker in the actual conditions, as real as you can make it, and have a qualified assessor observe and verify that worker’s performance while interacting with the actual equipment in question. A competent worker will do everything as if this was a real job at full speed but doing it all perfectly doesn’t guarantee a perfect score. A competent assessor is scoring this person’s actions against verifiable standards. A competent system tracks the whole process and establishes the required training plan for each worker.

Standardizing Assessments Across Sites and Shifts

Assessment drift is a problem in any multi-site operation. Two supervisors at two different facilities can assess the same task against their personal standards. One insists on strict pre-operation checks, the other would never waste time on something so detailed. Over time, competent performance comes to reflect local culture and whatever that site has normalized.

Digitizing assessment checklists prevents this. Every assessor at every site scores against the same criteria. When the SOP changes, the update cascades to every checklist in the business. Workers are assessed against objective, documented standards whether they’re in a metro workshop or a remote mine site.

This matters for compliance but also for fairness. Workers know what they’re being assessed on. They can prepare against objective criteria. There’s no question of whether the assessment reflects their real performance or the assessor’s personal preference.

Micro-Assessments Instead of Day-Long Disruptions

One of the main reasons why people resist more regular assessments is that it can impact production. Removing someone from the line for a full-day refresher and re-assessment is expensive. Both in the lost output from the absent employee, and the headache of filling that slot for the day. Scale that up, and it’s a significant business obstacle.

However, these are not the only type of assessments available to industrial businesses today. Short, on-the-job, and narrowly focused micro-assessments can be designed to evaluate a single task or operation. When set up correctly, the assessor can then watch the worker completing that task during a normal shift, enter the result on a tablet, and the worker can continue. No classroom, no half-day gap in production, no engine room responsibility left unmanned.

Using Live Competency Data to Prevent Workforce Gaps

This is where digital tracking pays off for operations managers. If every assessment is recorded in real-time and linked to worker details, then you’ll have immediate accurate information on how many qualified employees you have.

You can easily check who needs VOC renewals and when. You can also see which competencies are limited to just a few workers, which is a single point of failure. By comparing your upcoming production schedule to your skills gap, you can figure out where you need to begin upskilling now to avoid a shortage of qualified operators as you expand or enter a seasonal peak.

Real workforce planning only requires real data. For instance, if an operations manager knows that three of their five qualified crane operators will need to renew their qualifications the same month, they can plan for this six weeks ahead of time. Otherwise, they won’t find out until the actual month arrives.

Building a Culture Where Workers Drive Their Own Development

Long-term impact is more important than what is simply visible on compliance reports. For example, having access to a personal skills profile and being aware of what they have accomplished, what they’re still missing, and what they need to reach the next level, helps employees perceive training differently. It becomes more of a two-way process that they engage in.

With a digitized accessible record of their skills, employees are provided with a clear route to follow for their career development. The competencies needed to reach a senior operator position are no longer unknown. Instead, they become an actual list that is in plain view. For those who are ambitious, this is inspiring. For managers, it offers a constructive language to discuss an individual’s development.

This becomes particularly important in industries facing a shortage of skilled labor and high employee turnover rates. Employees who are motivated to develop themselves will not have to be monitored for compliance. They will attend assessments because they understand the value of those assessments.

Developing true competency in industrial settings is not a training project; it’s an operational decision. It’s about deciding to verify what your people can do, not what they’ve been trained on, and putting in place the systems you need to make that verification consistent, visible, and sustainable. Paper-based records and classroom first thinking are methods of the past. The fastest-moving operations in safety, efficiency, and workforce capability have moved assessments to the workplace and built a digital record as they go.
